Requires the Secretary of the Department of Corrections and Rehabilitation to adopt a five-year implementation schedule to increase compensation for incarcerated persons in work programs.

Increased compensation must enable incarcerated individuals to afford quarterly packages, purchase educational materials, and maintain family connections.

Compensation increases must allow incarcerated persons to purchase items needed for family contact including envelopes, stamps, writing paper, writing instruments, and afford phone calls.

Applies to incarcerated persons engaged in work programs under the jurisdiction of the California Department of Corrections and Rehabilitation.
