Extends the deadline for completing property dispositions from December 31, 2022 to December 31, 2024 for properties in charter cities with populations over 2,000,000 persons where a local agency has an authorized option agreement to purchase from the former redevelopment agency.

Maintains existing December 31, 2024 deadline for properties related to the Metro North Hollywood Joint Development Project.

Allows six-month extensions beyond applicable deadlines if the property disposition, the local agency's ability to dispose of property, or related development projects are subject to judicial challenge.

Applies 2019 surplus land disposal procedures (as they existed December 31, 2019) to qualifying properties that had exclusive negotiating or legally binding agreements as of September 30, 2019, without regard to subsequent amendments.

Takes effect immediately as an urgency statute to address delays caused by COVID-19 pandemic impacts on local government operations and to support economic recovery and affordable housing development.
