Authorizes qualified nurse practitioners and certified nurse-midwives to perform abortion by aspiration techniques after completing requisite training with both clinical and didactic components from board-approved programs, accredited institutions, continuing education providers, or competency-based training protocols.

Permits nurse practitioners functioning under advanced practice provisions (Sections 2837.103 or 2837.104) to perform abortion by aspiration techniques without physician supervision after completing required training.

Requires nurse practitioners to practice abortion by aspiration techniques consistent with applicable standards of care and within the scope of their clinical and professional education, and restricts the procedure to the first trimester of pregnancy.

Establishes that violations of training and competency requirements by nurse practitioners or certified nurse-midwives constitute unprofessional conduct rather than a separate crime.

Provides liability protection for physicians, nurse practitioners, certified nurse-midwives, and physician assistants who evaluate the clinical competency of practitioners performing abortion by aspiration techniques.
