Exempts specified financial and proprietary information of the California Infrastructure and Economic Development Bank from public disclosure under the California Public Records Act for certain loan and financing programs, effective August 1, 2022 through July 1, 2025.

Establishes the California Small Agricultural Business Drought Relief Grant Program within the Office of Small Business Advocate to provide grants up to $100,000 to qualified small agricultural businesses affected by severe drought, with 20% of funds reserved for small and socially disadvantaged farmers, operating until January 1, 2025.

Authorizes the Governor's Office of Business and Economic Development to apply for and participate in the federal regional clean hydrogen hubs program, requiring annual reports on application status and partnerships until July 1, 2025.

Extends the authorization for airports to collect customer facility charges from rental car companies for consolidated rental facilities and common-use transportation systems from January 1, 2023 to January 1, 2024.

Expands the Infill Infrastructure Grant Program to include adaptive reuse projects and new "catalytic qualifying infill areas," requires the California Housing Finance Agency to convene a working group on accessory dwelling unit financing, and reenacts best value procurement authority for Department of Transportation fleet vehicles until June 30, 2025.
