Prohibits county committees on school district organization from approving proposals to establish district-based or trustee elections in school or community college districts where a city charter mandates at-large elections for the governing board.

Applies to any proposal, petition, resolution, or request to change the method of electing governing board members when a city charter has established at-large elections.

Defers to the authority granted to charter cities under Article IX, Section 16 of the California Constitution to prescribe school district and community college district board election rules in their charters.

Does not affect existing county committee authority to establish trustee areas, rearrange boundaries, or change the number of board members in districts not covered by charter city provisions regarding at-large elections.
