Requires the Public Utilities Commission to implement and enforce standards for maintenance and operation of electricity storage facilities owned by electrical corporations or located in California to ensure reliable operation.

Requires the Independent System Operator to maintain records of storage facility outages and provide those records to the commission on a daily basis.

Extends existing generation facility outage reporting requirements to include storage facilities alongside generation facilities.

Exempts nuclear powered generating facilities, qualifying small power production facilities, qualifying cogeneration facilities, and facilities owned by local publicly owned utilities or public agencies from these requirements.

Specifies that no state reimbursement is required for local agencies or school districts because costs result from changes to criminal penalties under the Public Utilities Act.
