Changes California Penal Code sections 26150 and 26155 to require (rather than allow) sheriffs and municipal police chiefs to issue concealed carry licenses when applicants meet specified criteria.

Applicants must demonstrate good moral character, good cause for issuance, residency requirements, and completion of required firearms training to obtain a license.

Sheriffs and police chiefs may issue licenses in either concealed carry format or, in counties with populations under 200,000, loaded and exposed carry format.

Creates a state-mandated local program, with provisions for state reimbursement to local agencies if the Commission on State Mandates determines costs are incurred.
