Prohibits peace officers from initiating a motor vehicle stop for a low-level infraction unless there is a separate, independent basis to initiate the stop.

Defines "low-level infraction" as violations related to vehicle registration and equipment, bicycle operation, unsecured license plates that are clearly displayed, and single lighting equipment failures (one brake light, headlight, or running light).

Excludes from "low-level infraction" definition vehicle registrations expired more than 6 months and violations relating to commercial vehicles.

Imposes a state-mandated local program requiring higher service standards from peace officers.

Requires state reimbursement to local agencies and school districts for costs mandated by this act, as determined by the Commission on State Mandates.
