Mandates that local governments consider the commission's published guidance when adopting ordinances requiring replacement of fossil fuel appliances with electric appliances during building alterations or retrofits.

Requires local governments to submit adopted ordinances to the commission within 60 days, and the commission must provide written comments within 30 days based on its published guidance.

If the commission determines a local government did not consider the guidance, the local government has 180 days to reconsider the relevant guidance, modify the ordinance as needed, and resubmit it to the commission.

Specifies that implementation requires appropriation by the Legislature and applies to all cities, including charter cities.
