Requires the California Energy Commission to establish the Carbon Capture Technology Demonstration Project Grant Program by September 30, 2024, to deploy and commercialize carbon capture technologies at existing industrial facilities, natural gas generation facilities, and biomass generation facilities.

Mandates the commission provide grants to eligible entities for three projects that capture or utilize carbon dioxide by January 1, 2025, using a competitive merit-based process that prioritizes applicants seeking federal Department of Energy funding and projects that improve efficiency and emissions reductions.

Requires projects receiving grant funding to constitute public works subject to prevailing wage requirements, and mandates eligible entities certify use of a skilled and trained workforce for all apprenticeable building and construction trades work, with monthly compliance reporting requirements.

Establishes a task force to provide technical and policy assistance to eligible entities for obtaining permits and licenses necessary to deploy carbon capture technologies, and requires annual public reporting on project status, effectiveness, and permitting obstacles.

Requires state agencies establishing carbon capture grant programs on or after January 1, 2023, to maximize available federal funding for implementation and administration of those programs.
