Amends Section 19596.3 of the Business and Professions Code to allow thoroughbred racing associations or fairs to accept wagers on out-of-country thoroughbred races without consent of horsepersons' organizations during their race meetings.

Extends the wagering cutoff time for out-of-country races from 5:30 p.m. to 6:30 p.m. Pacific standard time, but only on the first Saturday in November, without harness or quarter horse racing association consent.

Maintains existing conditions that wagers on out-of-country races must comply with specified sections of racing law and generally cannot commence after 5:30 p.m. Pacific standard time unless the November exception applies.

Updates terminology from "horsemen" to "horsepersons" throughout the statute.
