Authorizes planning agencies to count single-room occupancy units and nontraditional housing units developed in previous housing element planning periods in their annual reports, provided those units are subject to department authorization and have not been counted before.

Defines "single-room occupancy unit" as a separate living quarter occupied as a person's usual place of residence.

Defines "nontraditional housing unit" consistent with U.S. Census Bureau standards as separate living quarters with direct outside access or common hall access where occupants live and eat separately from others.

Amends Section 65400 of the Government Code to modify requirements for planning agencies' annual reports to the legislative body, Office of Planning and Research, and Department of Housing and Community Development.
