Exempts firearm safety classes, hunting programs, sport shooting events, and organizational memberships from restrictions on advertising firearms to minors.

Expands victim compensation eligibility and increases award limits from $35,000 to $100,000 per victim/derivative victim, effective July 1, 2024 if General Fund moneys are available.

Modifies violent felony offender compensation restrictions by requiring release from correctional institution (rather than completion of probation/parole) before compensation eligibility.

Requires law enforcement and prosecutors to provide victims with "Victim Protections and Resources" cards containing information about victim rights, federal immigration relief, restraining orders, and trauma recovery centers.

Increases compensation for wrongfully convicted persons to $140 per day of incarceration and adds $70 per day for parole/supervised release, with annual adjustments for inflation.
