Requires the Office of Planning and Research to conduct and submit to the Legislature a study by January 1, 2025 on the impacts and implementation of CEQA guidelines relating to transportation impacts in transit priority areas.

Mandates the study be conducted in collaboration with academic and research institutions with expertise in transportation impacts and vehicle miles traveled analysis.

Authorizes the Office of Planning and Research to establish a grant program, upon appropriation by the Legislature, to provide financial assistance to local jurisdictions for implementing CEQA transportation guidelines and establishing regional thresholds of significance.

Maintains existing CEQA provisions that automobile delay and level of service shall not be considered significant impacts in transit priority areas, while requiring analysis of transportation impacts related to air quality, noise, and safety.

Preserves existing exemptions for aesthetic and parking impacts of residential, mixed-use residential, and employment center projects on infill sites within transit priority areas.
