Requires combined CFAP and FDPIR benefits to equal the amount a household would receive if eligible for CalFresh benefits

Authorizes the State Department of Social Services to implement CFAP provisions through all-county letters without formal rulemaking until final regulations are adopted within 18 months

Designates CFAP expansion as a state-mandated local program requiring reimbursement to counties under applicable law
