Establishes the Public Safety Collaborative Fund in the State Treasury to be appropriated by the Legislature for regional public safety collaboratives focused on violence prevention, intervention, and suppression activities.

Assigns the Board of State and Community Corrections to administer grants from the fund and establish minimum requirements, funding criteria, and procedures for awarding grants.

Requires applicant collaboratives to establish a coordinating and advisory board including city officials, local law enforcement, and local stakeholders to prioritize fund use.

Mandates that collaboratives distribute at least 60% of grant funds to community-based organizations for violence prevention, intervention, and suppression activities.

Requires collaboratives to report annually to the Board by June 30 on fund usage and effectiveness, with the Board reporting to the Governor and Legislature by December 31.
