Expands the definition of "test" in patient result disclosure requirements to include both clinical laboratory tests and imaging scans such as x-rays, MRI, and ultrasound, effective immediately.

Removes the requirement that a health care professional review test results before disclosing them to patients through internet posting or other electronic means.

Prohibits representatives of minors from inspecting patient records related to medical care for prevention or treatment of pregnancy and other specified services where the minor has legal capacity to consent.

Requires health care service plans and health insurers to establish and maintain three types of application programming interfaces (APIs) by January 1, 2024, to facilitate patient and provider access to health information: patient access API, provider directory API, and payer-to-payer exchange API.

Specifies that the department may require additional APIs (provider access and prior authorization support) if federal rules are published, with compliance aligned to federal effective dates and timelines.
