• Approves memoranda of understanding between the state employer and State Bargaining Units 1-5, 7, 9-21 (dated June 2021), with provisions requiring legislative appropriation to become effective.

• Appropriates $1,287,279,000 for the 2021-22 fiscal year for state employee compensation across the bargaining units ($469.7 million General Fund, $587.8 million special funds, $229.8 million nongovernmental cost funds).

• Establishes continuous appropriations to the Controller for compensation and benefits if Budget Acts are not enacted by July 1 for fiscal years 2021-22, 2022-23, and 2023-24 for specified bargaining units.

• Modifies pension contribution rates for State Bargaining Units 5 and 9, changing effective dates to July 1, 2021, and adjusting normal contribution rates based on actuarially determined costs.
