Adds a current or formerly homeless person with a developmental disability to the advisory committee of the California Interagency Council on Homelessness.

Advisory committee members who are or have been homeless receive $100 per diem for each day attending advisory committee meetings, plus reimbursement for travel and other necessary expenses.

Council cochairs must appoint advisory committee members that reflect racial and gender diversity and include survivors of gender-based violence, homeless youth, local agency representatives, and stakeholders with homelessness expertise.

Advisory committee must designate one member to participate in every quarterly council meeting and report on advisory committee activities to the council.
