Director of General Services may use alternative no-bid contracting procedures for installation or purchase and installation of carpet, resilient flooring, synthetic turf, or lighting fixtures.

State and local agencies may contract with suppliers awarded these contracts without competitive bidding if installation work is not part of new construction and contractor requirements are met.

Contractors must acknowledge the installation is a public work, comply with Labor Code requirements, and either use a skilled and trained workforce or be bound by a project labor agreement.

Local agencies cannot use these procedures for contracts exceeding the amount that normally requires formal competitive bidding under their applicable requirements.

Department of Industrial Relations must report to the Legislature by January 1, 2027 on contract usage, and these provisions expire and are repealed on January 1, 2028.
