Open-space plan updates must address climate resilience and cobenefits of open space, correlated with the safety element.

Open-space plan updates must address rewilding opportunities, including preserving and expanding networks of open space for habitat, recreation, and natural resource management.

Applies to all cities, including charter cities, as a matter of statewide concern rather than a municipal affair.
