Amends Health and Safety Code Section 11358 to create new criminal penalties for cultivating more than 50 living cannabis plants involving water-related offenses, punishable as a misdemeanor or felony.

Makes it a crime to cultivate more than 50 cannabis plants when the activity involves unauthorized tapping into water conveyance or storage infrastructure or digging or extracting groundwater from an unpermitted well.

Clarifies that causing substantial environmental harm to public resources includes groundwater pollution in existing cannabis cultivation offense provisions.

Requires a two-thirds vote in both legislative houses to enact, consistent with Proposition 64 requirements.

Declares no state reimbursement is required for local agencies or school districts since costs result from creating new crimes and penalties.
