Establishes registration for psychological testing technicians effective January 1, 2024, allowing them to administer and score standardized psychological and neuropsychological tests under direct supervision of a licensed psychologist.

Requires applicants to hold a bachelor's or graduate degree in psychology or education (with specialization in educational/school psychology) and complete minimum 80 hours of education and training in test administration and scoring.

Sets registration fee at $75 with annual renewal at $75, and $25 fee to add or change supervisors; prohibits psychological testing technicians from selecting tests, interpreting results, writing reports, or providing test feedback to clients.

Requires supervisors to be employed at the same work setting, remain available during service provision, and monitor technicians' compliance with laws and regulations.

Prohibits use of title "psychologist" and restricts registered technicians to titles "psychological testing technician" or "neuropsychological testing technician."
