Increases the class size reduction adjustment for kindergarten and grades 1-3 from 10.4% to 32.5% of the base grant for schools maintaining average class enrollment of not more than 20 pupils per schoolsite, effective in the 2022-23 school year.

Schools and charter schools qualifying for the 32.5% adjustment become ineligible for the previous 10.4% adjustment under existing law.

Implementation of the increased adjustment is contingent upon legislative appropriation in the annual Budget Act or another statute.

Amends Section 42238.02 of the Education Code governing the local control funding formula used to calculate state funding for school districts and charter schools.
