Amends Section 1074 of the Military and Veterans Code to require the Department of Veterans Affairs to periodically review the use of each veterans home and determine its best continued, unrestricted use.

Requires the department to submit reports to the Legislature and post them on its website in an accessible and searchable format, with updates every 5 years.

Specifies that reviews must consider financial reports from the previous 5 years, regional veterans needs, population projections, available resources, and input from residents and stakeholders.

Establishes a staggered reporting schedule: Yountville (December 31, 2022), Chula Vista/Lancaster/Ventura/West Los Angeles (December 31, 2025), Barstow (December 31, 2026), Fresno/Redding (December 31, 2028), and future homes (December 31 of the 15th year after admitting first resident).

Repeals Section 1076 of the Military and Veterans Code.
