Extends the prohibition period on campaign contributions from agency officers from 3 months to 12 months following a final decision in proceedings involving licenses, permits, or entitlements for use.

Removes the exemption for locally elected government agencies, making them subject to the $250 contribution limit restrictions that previously applied only to state and other local agencies.

Allows officers to cure violations of contribution prohibitions by returning prohibited contributions within 14 days if the violation was not knowingly and willfully made.

Requires parties to proceedings to disclose on the record any contributions over $250 made within the preceding 12 months to agency officers.

Declares no state reimbursement is required for local agencies or school districts, as costs result from changes to criminal penalties under Section 17556 of the Government Code.
