Amends Section 2519.5 of the Business and Professions Code to modify the complaint review process for licensed midwives under the Licensed Midwifery Practice Act of 1993

Allows complaints involving quality of care to proceed to field office investigation after 10 business days even if the Medical Board of California has not received all requested information from the midwife

Requires complaints involving quality of care to be reviewed by medical experts with midwifery education, training, and expertise before referral to a field office for investigation

Preserves the board's authority to seek interim suspension orders or other emergency relief independent of the complaint review timeline
