Authorizes the County of Los Angeles and cities within the South Bay Cities Council of Governments to establish the South Bay Regional Housing Trust as a joint powers agency to fund housing for homeless and low-income populations.

Grants the South Bay Regional Housing Trust authority to fund planning and construction of housing for extremely low, very low, and low-income households, and to receive public and private financing and issue bonds.

Establishes a board of directors appointed by the South Bay Cities Council of Governments, consisting of mayors, council members, County supervisors, and two experts in homeless or housing policy, with members serving without compensation.

Requires the joint powers agreement to include annual financial reporting and auditing requirements to maximize transparency regarding receipt and use of funds by the agency.

Declares that a special statute is necessary for the South Bay Cities region due to unique affordable housing circumstances in that area of Los Angeles County.
