Declares it state policy that the State Department of Health Care Services shall ensure individuals with severe behavioral health disorders who lack supportive housing and services receive individualized, clinically appropriate behavioral health treatment, housing that heals, and other services or supports.

Defines "housing that heals" as a behavioral health residential program that leads to long-term supportive housing, offers recovery and wellness services, provides a continuum of support from least to most restrictive, and uses therapeutic community models.

Specifies the bill does not expand state obligations to provide services or require additional expenditures beyond requiring the department to consider the stated policy when revising, adopting, or establishing policies, regulations, or grant program criteria.

Does not infringe on the rights or responsibilities of state agencies administering community behavioral health, public health care, housing, or social services programs under existing law.
