Appropriates $122,829,397 from the General Fund to the State Community Corrections Performance Incentives Fund for the 2021-22 fiscal year, with allocations specified for each county.

Expands arrest and conviction record relief eligibility to offenses occurring on or after January 1, 1973 (previously January 1, 2021) and establishes automatic conviction record relief for qualifying individuals.

Establishes the County Resentencing Pilot Program to support collaborative prosecutorial discretion in petitioning for sentence recall and resentencing, requiring participating district attorneys to develop written policies and collect specified data.

Increases Board of Parole Hearings commissioners from 17 to 21, authorizes videoconference proceedings, changes tie-vote procedures to require en banc review with recusal, and revises notice requirements for life sentence parole suitability hearings.

Makes various criminal justice modifications including reducing correctional officer cadet training from 520 to 480 hours, authorizing Pine Grove Youth Conservation Camp placement through state-local partnership for juvenile offenders, and expanding sex assault victim medical examination reimbursement procedures.
