Authorizes blood collection at licensed blood banks without a physician physically present if the medical director and medical advisory committee approve and a registered nurse is placed in charge.

Allows the registered nurse in charge to be physically present on premises or available via synchronous telehealth.

Requires blood banks to annually report to the state department any adverse donor events requiring emergency medical intervention, including whether a registered nurse was physically present.

Makes these new provisions inoperative on January 1, 2028, allowing the state to evaluate the policy before determining its continuation.
