Expands state contract award authority for services and information technology from $5,000-$250,000 to $5,000-$500,000 for certified small businesses and disabled veteran business enterprises (DVBEs) from March 1, 2023 through March 1, 2027, requiring price quotations from at least 2 qualified sources.

Prohibits businesses using the expanded contract award process from also receiving the small business preference or DVBE participation incentive on the same bid or cost estimate.

Requires the Department of General Services to establish methods for awarding departments to track and report adherence to DVBE goals and provide guidance on processing complaints regarding DVBE program abuse.

Requires the DVBE Program Advocate to promote program implementation and establish a system to track the effectiveness of promotional efforts, while removing the requirement to conduct regular surveys of newly certified DVBEs.

Mandates awarding departments post a list of state contracts with received certifications on their internet websites for a minimum of 3 years.
