SB 148 - Budget Act of 2022

• Legislative Intent Declaration: Expresses the Legislature's intent to enact statutory changes relating to the 2022 Budget Act.

• Oil Spill Prevention Fee Increase: Increases the oil spill prevention and administration fee from $0.065 to $0.085 per barrel effective October 1, 2021, with annual adjustments based on inflation; extends fee collection to renewable fuels starting January 1, 2022.

• Office of Energy Infrastructure Safety Expansion: Grants the Office of Energy Infrastructure Safety expanded powers to investigate regulated entities, issue notices of defect or violations, compel information production, and conduct inspections of electrical corporation properties and records related to wildfire safety.

• Water and Wastewater Assistance Program: Establishes the California Water and Wastewater Arrearage Payment Program to provide funding for past-due customer bills accumulated during the COVID-19 pandemic relief period and prohibits water service disconnections until September 30, 2021.

• Multiple Technical Amendments: Makes conforming changes to fish and wildlife habitat funding, hazardous materials management, recycling programs, state parks fees, and drought relief provisions across multiple code sections.
