Requires county elections officials to permit voters with qualifying disabilities to use a certified remote accessible vote-by-mail system that enables electronic ballot return in a private and independent manner.

Defines "qualifying disability" as a condition preventing a voter from reading, marking, holding, handling, or manipulating a ballot, including blindness, visual impairment, intellectual or developmental disability, or impairment in dexterity.

Authorizes the Secretary of State to certify remote accessible vote-by-mail systems and develop procedures for voters with qualifying disabilities to submit signatures electronically for signature comparison purposes.

Exempts certified remote accessible vote-by-mail systems from internet connectivity restrictions and prohibitions on remote server use, remote ballot marking, and voter identifiable data storage only to the extent necessary for system operation.

Provides for state reimbursement to local agencies for costs mandated by the act, subject to Government Code Part 7 procedures.
