CA SB1481

Requires the Department of Education to provide supplemental state meal reimbursement to preschool facilities, child daycare facilities, and Trustline providers for up to 2 daily meals per child served through the Child and Adult Care Food Program (CACFP) at rates equivalent to state reimbursement for local educational agencies, subject to appropriation.

Establishes funding for free meal programs in preschools, child daycare facilities, and for children under Trustline providers by reimbursing the difference between the highest federal CACFP reimbursement rate and the applicable federal rate for which meals are eligible.

Authorizes grants to preschool facilities, child daycare facilities, Trustline providers, and CACFP sponsors to encourage participation in and expansion of the CACFP, with preference given to facilities serving historically under-resourced communities and areas of concentrated poverty.

Increases reimbursement rate for meals served in family daycare homes from 75 percent to 100 percent of meals served across multiple education code sections.

Encourages preschools, child daycare facilities, and Trustline providers participating in CACFP to comply with nutritional guidelines including restrictions on deep-fried foods and artificial trans fats.
