Requires the Public Utilities Commission to continue considering minimization or closure of the Aliso Canyon natural gas storage facility while maintaining energy reliability and affordability, with annual reports to legislative committees.

Mandates PUC analysis of alternatives to Aliso Canyon using multiple planning horizons (2027, 2035, 2045) to determine if alternatives can maintain reliability, replace facility capabilities, and provide equivalent customer benefits.

Requires the Los Angeles Department of Water and Power to establish a local reliability plan accounting for 2-3 day extreme weather events and authorizes use of resource sharing, building electrification, and zero-carbon energy resources to achieve local reliability.

Authorizes PUC consideration of clean hydrogen projects and customer energy demand reduction in the Los Angeles Basin as part of the proceeding to address the Aliso Canyon facility.

Specifies that no state reimbursement is required for local program costs mandated by this act.
