Expands the duties of the BART Inspector General to include fraud prevention activities, identifying internal control weaknesses, and providing training to district employees on fraud prevention and reporting.

Grants the Inspector General access to all district records, files, and documents, and authority to meet with employees and contractors; allows the Inspector General to issue subpoenas for witnesses and sworn statements.

Prohibits district employees, officers, and contractors from interfering with, obstructing, or deceiving the Inspector General during audits and investigations, and from altering or manipulating records without advance notification and explanation.

Requires the general manager to respond to Inspector General findings and recommendations within 30 days, including documentation of disagreements, corrective action plans with timelines, or proposals for alternate solutions.

Permits the Inspector General to establish a confidential record-keeping system outside the district's computer network to ensure independence, and to hire staff and consultants as needed without being subject to union representation requirements.
