SB 1489 - Local Government Omnibus Act of 2022

• Revises map storage and preservation requirements across multiple state laws to authorize flexible identification and storage methods instead of requiring maps to be fastened and stored in books.

• Eliminates the requirement that city ordinances be read in full if the title is included on the published agenda and a complete copy is made available to the public online and in print before introduction or passage.

• Extends the deadline for quarterly investment reports from county treasurers and chief fiscal officers from 30 days to 45 days following the end of each quarter.

• Authorizes local agencies to substitute securities for withheld retention moneys on public works contracts with a maximum forward settlement date of 45 days, and requires investment maturity to be measured from settlement date to final maturity.

• Allows parties to Williamson Act agricultural contracts to mutually rescind and enter into solar-use easements, with property owners paying a rescission fee of 6.25-12.5% of fair market value transmitted to the State Controller.
