Enacts the First Validating Act of 2022 to validate the organization, boundaries, acts, proceedings, and bonds of California state and local public bodies, including cities, counties, districts, and specified agencies.

Confirms that all public bodies previously organized under any law are legally organized and functioning with full rights, powers, and duties.

Validates all prior boundary determinations, annexations, detachments, consolidations, mergers, dissolutions, and bond authorizations and issuances taken by public bodies.

Limits validation to matters not currently in legal dispute or already determined illegal by courts, and does not validate contracts between public bodies and the United States.

Provides a six-month statute of limitations from the effective date for challenging any validated action; after six months, all validated matters become legally incontestable.
