Enacts the Second Validating Act of 2022 to validate the organization, boundaries, acts, proceedings, and bonds of the state, counties, cities, and specified districts and agencies.

Declares that all public bodies previously organized or existing under any law are legally organized and functioning with all rights, powers, and privileges thereof.

Confirms and validates the boundaries of every public body as previously established, and validates all acts related to annexation, detachment, consolidation, merger, dissolution, and bond issuance.

Limits validation of acts and proceedings to those not currently being legally contested or determined to be illegal in pending court cases, and does not extend beyond existing statutes of limitations.

Takes effect immediately as an urgency statute, with operative date of September 1, 2022.
