Enacts the Third Validating Act of 2022, validating the organization, boundaries, acts, proceedings, and bonds of public bodies including state, counties, cities, districts, and specified agencies and entities.

Declares all previously organized public bodies legally organized and functioning with all rights, powers, and privileges, regardless of any defects in original organization.

Confirms and validates all previously established boundaries, acts, proceedings, annexations, detachments, consolidations, mergers, and dissolutions of public bodies.

Validates all bonds and financial instruments heretofore issued or authorized by public bodies for any public purpose, making them legal, valid, and binding obligations.

Establishes a six-month window from the effective date for legal challenges to any validated actions; after this period, all matters become valid and incontestable unless already barred by existing statute of limitations.
