Eliminates the continuous appropriation of the Department of Agriculture Building Fund and makes moneys available only upon annual appropriation by the Legislature in the Budget Act for property, improvements, building costs, maintenance, repairs, and related expenses.

Removes the requirement that funds transferred to the Department of Agriculture Building Fund from other departmental funds must be repaid to their source funds.

Removes the requirement to transfer unused balances in the Department of Agriculture Building Fund to the General Fund.

Eliminates the requirement for the Department of General Services to assume control and operation of buildings or facilities constructed or acquired under these provisions.

Maintains existing provisions allowing the department to purchase or acquire real property with approval from the Department of General Services, construct and equip buildings, lease excess space, and charge rentals for space allocated to commissions, divisions, and other entities.
