SB 155 Summary

• Renames the Healthy Stores Refrigeration Grant Program to the Healthy Refrigeration Grant Program, expands eligible recipients to include tribal governments and organizations, increases allowable use of grant funds for technical assistance from 10% to 20%, and requires department to allocate at least 3% of annual appropriations to qualified technical assistance providers.

• Provides 5% annual salary increase to Public Utilities Commission members in fiscal years 2021-22, 2022-23, and 2023-24, and requires Natural Resources Agency to report annually through 2026 on implementation of wildfire prevention and forest resilience programs funded through 2020 and 2021 budget acts.

• Makes Climate Catalyst Revolving Loan Fund a continuously appropriated fund, requires bank to adopt climate catalyst financing plan through consultation with state agencies, and limits financial assistance approval to projects approved by bank board prior to July 1, 2025.

• Continuously appropriates $200,000,000 annually from Greenhouse Gas Reduction Fund to Department of Forestry and Fire Protection for forest health and prescribed fire programs from fiscal years 2022-23 through 2028-29.

• Expands Safe and Affordable Drinking Water Fund eligible recipients to include community water systems and technical assistance providers; renames Alternative and Renewable Fuel and Vehicle Technology Program to Clean Transportation Program and adds California federally recognized tribes and tribal organizations as eligible entities.
