Redirects 1% of controlled substance asset forfeiture funds from general law enforcement training to the Environmental Enforcement and Training Account to support environmental law enforcement courses and training materials.

Eliminates funding to the California District Attorneys Association for the High Technology Theft Apprehension and Prosecution Program and consolidates all program funding with the Department of Justice; prohibits future contracts with the association for this program.

Replaces the Environmental Circuit Prosecutor Project with a new Environmental Circuit Prosecutor Grant Program administered by the California Environmental Protection Agency to fund prosecutors, investigators, and research attorneys for environmental crime prosecution.

Prohibits the California District Attorneys Association from receiving grants or contracts for environmental enforcement education, training programs, or the circuit prosecutor grant program; allows funding only to public agencies and qualified private nonprofit organizations.

Takes effect immediately as a budget-related bill; requires a minimum of $100,000 in the Environmental Enforcement and Training Account before implementation.
