Approves labor agreements between the state employer and State Bargaining Units 7 and 8 (dated August 24, 2021 and August 11, 2021 respectively) contingent on legislative appropriation of funds.

Establishes continuous appropriations to the Controller for employee compensation and benefits under specified state bargaining unit memoranda of understanding for fiscal years 2021–22, 2022–23, and 2023–24 if the respective Budget Acts are not enacted by July 1.

Includes State Bargaining Unit 19 (effective July 2, 2020 to July 1, 2023) in continuous appropriation provisions for fiscal years 2021–22, 2022–23, and 2023–24, and modifies State Bargaining Unit 8 timeframe to July 1, 2021 to June 30, 2022.

Appropriates $616,000,000 from the General Fund for suspended 2020–21 employee prefunding contributions for retiree health care and other postemployment benefits, apportioned among various bargaining units.

Appropriates $38,737,000 for State Bargaining Units 5, 7, 8, and judicial branch employees in fiscal year 2021–22 for employee compensation, allocated from General Fund ($14,946,000), unallocated special funds ($17,372,000), and other nongovernmental cost funds ($6,419,000).
