Requires the departments to examine time base and special criteria adjustment factors affecting center-based child care contractors and initiate formal rulemaking by December 31, 2023, with 30-day notification to the Joint Legislative Budget Committee before implementing any changes.

Takes effect immediately as a budget-related bill, making various COVID-19 pandemic relief appropriations and provisions for child care providers.
