Establishes the Higher Education Student Housing Grant Program providing $500 million in one-time grants for construction or renovation of affordable student housing, with 50% of funds for California Community Colleges, 30% for California State University, and 20% for University of California.

Creates the Higher Education Capacity Expansion Grant Program to provide one-time grants for capacity expansion projects supporting increased California resident enrollment at four-year public institutions.

Waives Selective Service registration verification requirements for Cal Grant applicants and eliminates Selective Service compliance as an eligibility requirement for Cal Grant awards.

Modifies Middle Class Scholarship Program eligibility by increasing income limits to $201,000 for dependent students, $133,000 for married independent students, and $116,000 for single independent students beginning 2022-23 academic year, and requires UC and CSU to maintain institutional aid proportional to enrollment levels.

Extends Golden State Teacher Grant Program funding availability from June 30, 2023 to June 30, 2026 and expands eligible programs to include teacher preparation programs operated by local educational agencies.
