Establishes a Racial Equity Commission in state government until January 1, 2030, consisting of 11 members appointed by the Governor (7), Senate Committee on Rules (2), and Speaker of the Assembly (2).

Commission shall be staffed by the Office of Planning and Research and tasked with developing a statewide Racial Equity Framework including methodologies and tools to advance racial equity and address structural racism in California.

Commission must develop resources, best practices, and tools for advancing racial equity by creating budget equity assessment tools, establishing data collection processes, and reviewing existing state policies that contribute to racial disparities.

Commission shall prepare annual reports beginning December 1, 2025, summarizing public engagement feedback, providing data on racial inequities and disparities, and recommending best practices to advance racial equity in the state.

Commission may provide technical assistance to agencies and local government entities implementing racial equity strategies and shall engage stakeholders and community members through quarterly meetings to inform its work.
