Requires the State Air Resources Board to identify the role of hydrogen, particularly green hydrogen, in achieving California's climate goals as part of the scoping plan by December 31, 2022.

Mandates the State Air Resources Board, in consultation with the Energy Commission and Public Utilities Commission, to prepare an evaluation by June 1, 2023 that includes policy recommendations, infrastructure strategies, and analysis of how curtailed electricity generation could support green hydrogen production.

Requires the three state agencies to jointly develop by June 1, 2023: definitions for different hydrogen categories, guidance on hydrogen eligibility requirements, prohibitions against double-counting environmental attributes, and life-cycle carbon dioxide intensity values for hydrogen production pathways.

Directs the Energy Commission to study and model hydrogen's potential growth and role in decarbonizing the electrical and transportation sectors in the 2023 and 2025 integrated energy policy reports.

Requires the Public Utilities Commission, State Air Resources Board, and Energy Commission to consider green electrolytic hydrogen as an eligible form of energy storage and evaluate other potential uses in their decarbonization strategies.
