Amends the 2021 Budget Act by modifying appropriations across multiple state departments and agencies, including transportation, housing, education, water resources, and social services.

Allocates $1.95 billion from the California Emergency Relief Fund for housing assistance programs, including $400 million for hotel/motel conversions to serve homeless and at-risk populations.

Provides $545 million for drought relief including urban water community assistance ($200M), small community relief ($100M), and turf replacement ($75M).

Establishes $250 million grant program for regional K-16 education collaboratives creating pathways from high school to postsecondary education and workforce; allocates $500 million for active transportation programs.

Creates numerous specific funding allocations for local government priorities including parks, recreation facilities, libraries, fire protection, homeless services, and cultural institutions across California cities and counties.
